AZERBAIJAN RAPIDLY INTEGRATES INTO THE EUROPEAN LEGAL SPACE

As a manifestation of adherence of our country to human values, which declared the strengthening of efforts to build Rule Of Law governed state and protect human rights as one of its main directions, Head of State approved National Plan of Action in this regard on 28 December 2006. This issue was widely discussed at the Plenary Session of the Ministry of Justice and a long-term Action Plan was drafted in order to implement activity in this direction more purposefully, consistently and efficiently.
Within the frame of implementation of the National Plan of Action on Protection of Human Rights Ministry of Justice conducted round table on 26 April, devoted to the activity of the European Court of Human Rights. Top officials of the Ministry, members of the Judicial-Legal Council, Prosecutor General of the Republic of Azerbaijan, Presidents of the Courts, leadership of the Bar Association, Mr.Egbert Myjer and Mr. Khanlar Hajiyev, Judges of the European Court of Human Rights, who were visiting our country, attended that event. The round table was opened by Mr. Fikrat Mammadov, Minister of Justice, President of the Judicial-Legal Council. He noted the transition to the new level of the judicial legal reforms in our country and stressed utmost importance to the studying and application of international law norms and case-law of the European Court of Human Rights. He also informed participants of the consistent measures on implementation of recommendations of the President Ilham Aliyev to this end.
Mr. Egbert Myjer, speaking about European Convention on Human Rights and latest case-law of the European Court of Human Rights, stressed the importance of such an interest in the European case-law showed in Azerbaijan. This prominent legal professional, author of the Human Rights Manual which was translated into Azerbaijani language and distributed among judges, prosecutors and other lawyers, stressed his pleasure with reading lecture before judges and prosecutors during his visit and noted that the Council of Europe welcomes the latest judicial reforms, selection of judges via transparent and democratic procedures and other progressive measures held in our country.
Speaking about reforms on improvement of the activity of the European Court of Human Rights, Mr. Khanlar Hajiyev talked about the features of court hearings, pointed characteristic issues which serve as grounds for complaints, gave useful recommendations.
At the meeting which was held in the spirit of efficient discussion the importance of studying of international standards on human rights, practice and case-law of the European Court and its implementation by the national courts were stressed, and significant attention to this issue was evaluated as a real manifestation of building of the rule of law governed state in Azerbaijan as full-fledged and active member of the European family.
