Individual Consultancy assignment: Consulting services on Project design for renovation and construction of courts
Request for the Expressions of Interest- 2.1-CS-01
This request for expressions of interest follows the General Procurement Notice for this project that was published in DG-market online journal dated May 21, 2007.
The Azerbaijan Republic has received IDA credit from the International Development Association toward the cost of Judicial Modernization Project and intends to apply part of the proceeds of the credit to payments under the contract for the Consulting services on Project design for renovation and construction of courts.
The services include: (1) Development of detailed architectural and engineering designs and cost estimates for rehabilitation of 3 and construction of 18 courthouses, their successful examination by state expertise; 2) development of Standard Bidding Documents (Works Schedule, Technical Specifications, etc; on rehabilitation or construction works, implementation of author supervision over the rehabilitation and construction works as well as identification of furniture needs for courts; 3) development of technical specifications and detailed drawings of furniture to be procured, development of Standard Bidding Documents on the procurement of furniture.
The Consultant shall possess the following qualifications
- In order to qualify for contract award the Consulting Firm should possess requisite license for implementation of the aforesaid works, as required by Azerbaijan Law;
- The Consulting Company should have at least 5 years of demonstrated professional experience in preparing detailed technical examination of facilities and equipment, rehabilitation of defective infrastructures, architectural-design-engineering services and buildings and utilities/equipment designing. The Consultant should submit the relevant work record for recent 2 years;
- Working experience in internationally financed projects.
The consulting firm should have key personnel specialized in the following fields: Project Manager; Architect-designer; Engineer-cost estimator/draftsman, Engineer-constructor, Electrical Engineer-specialist on power supply; Specialist on heating supply and ventilation.
Project Manager should have:
- At least 10 years relevant experience and related work record for the recent 3 years;
- Good communication and reporting skills;
- Working experience in internationally financed projects will be preferred.
For other members of the key personnel:
- Should have 5 years relevant experience and related work record for the recent 2 years;
- Good communication and reporting skills;
- Working experience in internationally financed projects will be preferred.
The Ministry of Justice of Azerbaijan Republic now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. Expected duration of the assignment is six months.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
Expressions of Interest must be delivered to the below address or send by email not later than by 17:00 hours August 11, 2008.
